RAP (Registered Apprenticeship Programs) Apprenticeships - Are They Right For You?

As an employer, you may have been approached by your local college system or government agency to implement apprenticeship style training. 

They offer incentives such as discounted college tuition, a tax credit per employee to get started and will even "create" your apprenticeship for you.


In reality, it's not that simple:

RAPs (Registered Apprenticeship Programs) are industry standard apprenticeships designed to train employees in a nationally accepted standardized apprenticeship.


In an RAP, employers are responsible for facilitating the apprenticeship. It is recommended, employers hire and work with the local colleges to provide the academic training. Employers are also responsible for ensuring all required hands on training skills are taught, monitored and that employees gain proficiency in performing them. Finally, employers track and record each employees progress both academically and hands on over a 2-4 period. Additionally, employers must report in the apprenticeship system wage increases, gaps in learning, employees who have stopped training and those who have completed requirements for certification.


For small businesses, one dedicated FT staff member may be enough to facilitate the apprenticeship requirements. Employers with 10 or more employees, may require a team to faciiltate their apprenticeship. 


Employers must decide:

Will industry standard training meet their individual training needs?

Do they have a team who can facilitate RAP style apprenticeships and training?

Will this training improve their employees skill level?

How would the company facilitate, schedule, track and pay for college tuition to train the required academics of the RAP?

Apprenticeships - How Do They Work?

Apprenticeship Style Training has been used by businesses for thousands of years. They combine related subject matter knowledge with up to 4 years of hands-on practical skills training.



As apprenticeship programs have gained momentum in the United States, the Department of Labor has created RAPs (Registered Apprenticeship Programs) to standardize competencies and provide nationally recognized certifications.


These RAPs include academic subject matter for the apprenticeship, the practical skills employees need to master for overall competency, the required wage progressions for the RAP and facilitation requirements. 



The United States encourages employers to use the collegiate system for the academic training and offers tuition discounts.  They also offer incentives such as tax breaks for enrolling employees into a US industry standard apprenticeship program.

Cons - 

- RAP Apprenticeships are extensive and often require training both academically and hands on that are irrelevant to individual employers. They are designed to meet the industry standard.  Many businesses have a unique niche and do not need employees trained to an industry standard, but to their own individual business standards.  Therefor, employers implementing RAP's need to decide if they are willing to spend the time and money to train their employees in skills they will likely not need within their company.


- Logisitcs & Cost

Employers who implement RAP programs have to facilitate academic training with their local college which can be difficult. Employees come and go frequently and scheduling them for class, tracking successful completions, incompleted courses and failed courses,  paying related fees, tracking progress and maintaining training records require a dedicated team member.


- Having a "free" apprenticeship created by the college system or government agency, comes with alot of responsibilities, facilitation and related training which incurs cost in both time and money.

Though apprenticeship creation is "free", this is essentially a skeletal frame of the apprenticeship.  


The apprenticeship lists all requirements that must be met for successful certification.It details the academics that must be taught either by a college, instructor or staff member. 

The apprenticeship progress of each employee must be tracked and reported. 


It outlines the wage progressions earned by employees that must be met at set times and documented. 


Also, the apprenticeship outline will list all practical skills that must be taught, observed, and documented.
